Stakes and challenges in shaping and monitoring land reform policy: highlights from the Madagascar land observatory experience

These last years, and presumably for the next ones, the creation of land observatories has raised in interest and has been set among perspectives on African countries agenda. Capitalizing the lessons learned from land observatories’ experiences, whether they are still-on-duty or terminated projects, appears as essential in order to address key issues related to their operation and sustainability. The Madagascar Land Observatory, created in 2007, may be considered as a forerunner and has come up to a phase of capitalization and sharing its reflections.
